If you're using the google chrome browser and you're not able to view measure documents or view the markups/comments, this article may help you.
By default the google chrome browser disables the adobe pdf viewer and enable's it's own pdf viewer instead. The google pdf viewer does not include many of the features that are available in the adobe version such as measurements and comments/redlines. However you can manually disable the chrome pdf viewer and enable the adobe version which should resolve your problems.
To disable the Chrome PDF viewer and revert to Adobe Reader, follow these steps:
1. Type "chrome://plugins/" in the address bar (without the quotes)
2. Hit enter
3. Click on details (near the top right)
4. Look for the line item that says "Adobe Reader" or "Adobe Acrobat" and click "Enable".
5. If you do not see the "Adobe Reader" or "Adobe Acrobat" line item, or are still unable to view the PDF document, you should install Adobe Reader.
Please be sure to uncheck the Optional offer before clicking Install Now.
