Filling in an application doesn't send it. There's a final confirm step, and until you complete it nobody at the office handling your application can see your project.

The first step of a new application. Choose a category and type, then Save and Continue through Upload Files, Fees, and Confirm and Submit. Example from a GeoCivix demo portal. Names are hidden, and your local portal may look a little different.
This is the single most common reason an application seems to sit with no progress.
01 | Before you confirm |
Once you submit, editing is usually restricted — so this is the moment to check:
- The property address is the right one, selected from the search rather than typed freehand
- The scope description matches what you're actually doing
- Contractor and professional details are current
- Every required document is attached and opens correctly
- The construction value is a real estimate, not a placeholder
You can fix these later, but it's slower and may mean another round of review.

1 | Open your application and go to the review or summary screen. |
2 | Read through the summary. The summary of your application. Check the address, contacts and description before you confirm. |
3 | Tick the acknowledgment and select Confirm. This saves your details and moves you on to Upload Files and Fees. It does not send the application yet. Tick the acknowledgment, then select Confirm. Edit takes you back to make changes. |

5 | Wait for the confirmation screen. Don't close the window or press back while it's processing. |

03 | What happens next |
You should see confirmation on screen and receive an email.
If a fee is due at submittal, you may be taken to payment — see Paying your fees. Depending on how the office is set up, your application may not proceed until that's settled, so don't stop halfway.
Your application then goes to an intake or completeness check before review begins. Follow it on your project page — see What your application status means.

Worth thirty seconds:
Open the project from your account. If it still shows as a draft or in progress, it hasn't been submitted, whatever else you may have seen.
Your account is the record. The confirmation email is a courtesy — emails go missing, and their absence doesn't mean the submission failed.
